Bazel Central Registry

The Bazel Central Registry (BCR) is the official registry for Bazel modules. It serves as a centralized repository where module authors can publish their Bazel modules, making them easily discoverable and usable by the Bazel community. The registry enables dependency management through Bzlmod, Bazel's modern external dependency system.
